Commercial vs Residential — Why the Build-Up Is Different

A commercial parking lot in Shreveport carries axle loads an order of magnitude heavier than a driveway. UPS trucks, garbage trucks, delivery vans, and passenger vehicles with 4–5 occupants all combine to pound a lot mat several thousand times a day. The engineered response is 3" of hot-mix asphalt (versus 2" residential) laid over 6" of compacted crushed-stone base (versus 4") — roughly 50% more structural depth for roughly double the traffic.

For lots that will see full-size 18-wheelers (loading docks, industrial yards), the spec bumps again to 4" asphalt over 8" base with an additional cement-treated sub-base. A parking lot spec that reads “same as residential but bigger” is a lot that fails at year three.

LDEQ, SWPPP, and the Permit Path

Any commercial site disturbance over one acre in Louisiana triggers the LDEQ Small Construction General Permit and requires a Stormwater Pollution Prevention Plan (SWPPP). The SWPPP is a stamped engineering document that covers erosion control, sediment control, and discharge monitoring during construction. For lots inside City of Shreveport limits, engineering review and a City building permit are separately required regardless of size.

Reputable commercial paving contractors either carry the engineering in-house or have a stamping engineer they routinely work with. Ask for both the SWPPP and the City permit ledger before signing — a contractor who hasn’t done the paperwork isn’t priced right.

ADA Layouts and Striping

The Americans with Disabilities Act requires a specific ratio of van-accessible and standard accessible spaces to total parking count (1 accessible per 25 total up to 100, then a sliding scale above). Each accessible space needs an adjacent 5’ access aisle (van-accessible needs 8’), signage at 5’ minimum mounting height, and a smooth path of travel with maximum 2% cross-slope to the building entrance.
